Robert S. Brookings (1850-1932) was an American businessman, philanthropist, and public policy advocate known for his contributions to education and public administration. He played a significant role in the development of higher education and public policy institutions in the United States. Brookings is most associated with his contributions to Washington University in St. Louis and his founding of the Brookings Institution in 1916.  The Brookings Institution is an American think tank based in Washington D.C. It is one of the oldest think tanks in America and focuses primarily on the topics of economics, governance, foreign policy, and global affairs.

Elbert H. Gary (1846-1927) was an American lawyer and business executive who played a significant role in the steel industry during the late 19th and early 20th centuries. He is best known as one of the key figures in the formation of the United States Steel Corporation, one of the largest and most influential industrial conglomerates in American history.

Signed Photograph. 7 3/4" x 11". "To My Friend Judge Gary, Robt. S. Brookings" A notation at lower left indicates the photo was received on March 13, 1925. A superb condition photograph and a great association of these two important American figures.
