Richard Peters (1704–1776) was an English-born clergyman, lawyer, and influential colonial administrator in Pennsylvania. Born in Liverpool, he studied at Westminster School and later at the University of Leyden before being ordained in the Church of England. Peters emigrated to Pennsylvania in 1735 to serve as rector of Christ Church in Philadelphia, but resigned in 1749 due to disputes within the congregation. He then turned his attention to legal work and public service, gaining a reputation for his skill in both civil and ecclesiastical matters.

Peters held several prominent offices, including secretary to the proprietors of Pennsylvania, the Penn family, and clerk of the Provincial Council. He was a close advisor to Governor James Hamilton and played a key role in land transactions and boundary disputes, particularly in negotiations with Native American nations. Known for his intelligence, wit, and loyalty to the proprietors, Peters remained active in colonial affairs until his death in 1776. His career bridged the religious, political, and legal spheres, making him a significant figure in the governance and development of colonial Pennsylvania.

Sir, The enclosed Letters contain Warrants for the Execution of John Jones at Lancaster on Wednesday the 6th June and of one Leidicke who murderd his wife at York on Saturday afterwards. Be pleased to convey them safely to the hands of the Sheriffs & favour me with a Line. I am, Richard Peters."
