Signed as a committee meber by WOLCOTT, OLIVER Jr. (1760-1833). Secretary of the Treasury under Washington and Adams; Governor of Connecticut. Son of a Signer of the Declaration of Independence, Oliver Jr. served the treasury Department faithfully and superbly under Alexander Hamilton, and was instrumental in developing a plan for the establishment of branches of the Bank of the United States (founded 1791).
